The New York State Education Department (NYSED) requires all new entrants to public schools to undergo diagnostic screening to identify students who may be gifted, have a disability, or are English Language Learners, in accordance with Part 117 of the Regulations of the Commissioner of Education. While NYSED encourages districts to develop gifted and talented programming, the responsibility for program design, curriculum adaptations, and service delivery rests with local school districts.
