The Florida Department of Education (FLDOE) requires all districts to provide services for gifted students as part of Exceptional Student Education (ESE), under State Board of Education Rule 6A-6.03019, Florida Administrative Code. Gifted education in Florida is built on a foundation of equity, multiple criteria for eligibility, and individualized Educational Plans (EPs) to ensure students receive appropriate services that nurture their talents.

Enhancing Talent Development Across Florida

Florida defines a gifted student as one who “has superior intellectual development and is capable of high performance.” To meet this definition, districts must use both intellectual ability scores and additional criteria, including creativity and academic performance, and must ensure that underrepresented populations have equitable access to services.
