Utah Durable Skills & Career Readiness Alignment
Renzulli Learning is the K-12 platform that both assesses and develops the durable skills Utah’s Portrait of a Graduate (Utah Talent MAP), the 24-credit graduation requirement, the Plan for College and Career Readiness (PCCR), the USBE CTE Career Pathways, the Personalized, Competency Based Learning framework, and partnerships with Utah’s eight tribal nations demand — critical thinking, creativity, executive function, leadership, collaboration, communication, and self-direction.
Utah’s Portrait of a Graduate (Utah Talent MAP) & Why Durable Skills Are the Center of Career Readiness
Utah’s career readiness framework is anchored by Utah’s Portrait of a Graduate — also called the Utah Talent MAP for Mastery, Autonomy, and Purpose. Mastery is the ability to demonstrate depth of knowledge and skill proficiency. Autonomy is having the self-confidence and motivation to think and act independently. Purpose guides life decisions, influences behavior, shapes goals, offers a sense of direction, and creates meaning. The Utah Talent MAP identifies 13 elements as characteristics important to a well-rounded Utah graduate: Academic Mastery; Wellness; Civic, Financial and Economic Literacy; Digital Literacy; Communication; Critical Thinking and Problem Solving; Creativity and Innovation; Collaboration and Teamwork; Honesty, Integrity and Responsibility; Hard Work and Resilience; Lifelong Learning and Personal Growth; Service; and Respect.
To obtain a Utah High School Diploma, a student must successfully complete 24 academic year credits under USBE Rule R277-700. The Plan for College and Career Readiness (PCCR) is a four-year plan toward graduating and preparing for college and/or a career, developed collaboratively by the student, parent or guardian, administrator, and counselor. Utah law also requires students to pass a basic Civics Exam under R277-700-8. Utah’s CTE Career Pathways align with the national Career Clusters with Explorer, Concentrator, and Completer course progressions, each culminating in an industry-recognized credential of value. Talent Ready Utah brings industry and education together. The Personalized, Competency Based Learning (PCBL) framework brings the Portrait of a Graduate to life through evidence-based practices. The challenge for Utah counselors is that durable skills are easy to name across the 13 Utah Talent MAP elements but hard to measure and develop systematically.
Each Utah Talent MAP Element Mapped to a Renzulli Tool That Measures and Develops It
Utah’s framework is a Portrait-of-a-Graduate-anchored, competency-based system. Each of the 13 Utah Talent MAP elements pairs with the Renzulli instruments and content that measure and develop the durable skills behind it:

What Utah Counselors & CTE Coordinators Struggle With
These are the durable-skills-and-career-readiness challenges we consistently hear from Utah educators implementing the Utah Talent MAP, the 24-credit graduation pathway, the PCCR, and USBE CTE Career Pathways:
Operationalizing 13 Utah Talent MAP elements
The Utah Talent MAP identifies 13 elements as characteristics important to a well-rounded Utah graduate — Academic Mastery, Wellness, Civic/Financial/Economic Literacy, Digital Literacy, Communication, Critical Thinking, Creativity, Collaboration, Honesty, Hard Work, Lifelong Learning, Service, and Respect. Districts need durable-skills measurement and development tools that produce evidence across all 13.
Documenting the 4-year PCCR
The Plan for College and Career Readiness must be developed collaboratively by student, parent, administrator, and counselor — and updated annually. Districts need student-facing tools that capture year-round evidence of durable-skills growth that complements PCCR documentation.
Choosing among Utah CTE Career Pathways
Utah’s CTE Career Pathways align with national Career Clusters via Explorer/Concentrator/Completer progressions. Counselors need year-round data on student interests, learning styles, executive function, and creativity to guide informed pathway selection across approximately 183 public high schools.
Civics Exam, Digital Studies + Financial Literacy
Utah requires all students to pass a basic Civics Exam (R277-700-8), 0.5 credit Digital Studies, and 0.5 credit Financial Literacy. Districts need durable-skills tools that capture year-round evidence of civic engagement, computational literacy, and economic reasoning beyond senior-year coursework.
Implementing PCBL framework
Utah’s Personalized, Competency Based Learning framework emphasizes evidence-based practices including Mastery Learning (E.S. 0.61), Engagement (E.S. 0.53), and Formative Assessment (E.S. 0.40). Districts need tools that operationalize PCBL principles — mastery, autonomy, purpose — with documented evidence.
Supporting tribal nations & rural learners
Utah is home to ~60,000 Native Americans across 50+ tribal nations and 8 federally recognized Tribes (Navajo Nation; Ute Indian Tribe of Uintah and Ouray; Ute Mountain Ute; Northwestern Band of Shoshone Nation; Confederated Tribes of Goshute; Skull Valley Band of Goshute; Paiute Indian Tribe of Utah; San Juan Southern Paiute Tribe). Districts need durable-skills tools that work equitably across linguistic and cultural backgrounds.

What Implementation Looks Like in Utah Districts
“The Utah Talent MAP gave us 13 aspirational elements to develop in every student — but operationalizing all 13 across 24-credit graduation, the PCCR, and CTE Pathway selection has been hard. With Renzulli’s Profiler giving us interests in 20+ languages, the EFA showing us which students need scaffolding, the Leadership Assessment supporting our CTSO students, and SEM Type III PBL producing capstone artifacts that work for Civics Exam prep, Digital Studies, Financial Literacy, AND CTE Completer-level coursework, our PCCR conversations have finally become evidence-driven instead of intuition-driven. The CTC has been particularly important for our Diné and Goshute students.”Career and Technical Education Coordinator · Utah school district
